The Russian government has been called out (and sanctioned) by the U.S. Government for developing cyber weapons targeting industrial systems with the intent to kill. These same actors have been surveilling US infrastructure. The sanctions are “a very significant move by the U.S. government,” said Robert M. Lee, a co-founder of Dragos, a cybersecurity firm that, like Mandiant, identified the malware. “It’s a good norm-setting moment. It’s a signal to say, ‘Hands off’ of industrial control equipment.”
